The current starter workflow for Haskell is terribly outdated:
https://github.com/actions/starter-workflows/blob/71ac18ef2ddbc35ee1d2151cebbd592492b8681a/ci/haskell.yml

To update it though, one needs to be partner of GitHub, which one can only do through a company.
