can we make this plugin template a dependency?

when i fix issue in this template, any repo created from this template needs to be updated.
if instead the features here were in a pypi module, updating would be simple.

sample featueres i want to add:

• support runtime commands change menu entries to runtime commands #6
• auto install on drag and drop from python remove melinstaller and add to python plugin file #7

sample features i added

• menu setup fixes
• menu breakdown on disable (plugget qt maya doesnt has this atm, this repo does)
• ...

if we wrap an abstract template around this, we might be able to hide the non PEP8 naming used in maya plugins
