Football/live json endpoint in frontend for DCAR

We already have https://www.theguardian.com/football/live.json but this endpoint is returning the non-dcr json response. We need to also allow for https://www.theguardian.com/football/live.json?dcr=true and return the dcar version json response, following the data model that was defined #13200
