Add dark mode to table elements. Example of a football table a few blocks down on this blog:

@richcousins has provided the design for this: https://www.figma.com/design/ahHQbHoobPAG8kquVKGUhB/Sports-tables-dark-mode

The component is TableBlockComponent and the colours can be pulled into DCAR's palette as part of this change.
