Creating/Modifying Library Panels via Serve

Currently the way to create library panels is via the grafana UI and copy paste that down onto a file as json and if you want it on yaml you would need to covert it. Grizzly serve does a great job at providing a better dashboard modification process, why not for Library Panels?

If serve supported Library Panel creation/modification of library panels this will simplify the process and remove friction that exists with the current Library Panel creation/modification process, which is to copy paste from a Grafana (usually remote) and convert if needed.
