Are there any projects that you know of to open up voting on congressional legislation to the public?
If not, do you think there would be any interest in a project like that broadly from the people working in open government data?

open up voting on congressional legislation to the public

If you're talking about having the general public express their approval/disapproval on legislation, I would say there have been thousands of projects that have already done it, and the fact that none of them are well known is all one needs to know to know that the idea doesn't have any legs.

Any thoughts on liquid democracy?

More specifically, do you have any thoughts on the possibility of citizens voting online, creating legislation through software like pol.is, implementing governance tools like those that they have in Estonia, and other things of that nature?
