Issues deploying

Description of the bug:

Hello,

Me and many others are having issues deploying:

At first, I was having issues with "You must enable billing for this project to proceed." even though billing was set up. Then after a few hours, it stopped giving me that message and started giving me "Your deployment failed. Investigate error" but when I click the link it brings me to a "URL not found".

Actual vs expected behavior:

I wanted to click the deploy button and successfully deploy, however instead it shows a unclear error
