Bug Summary

Tabs shake a little bit when both rows are full and are almost impossible to look at if one of them is pinned (if you have epilepsy, it might be a good idea not to open the attached video).
Browser version is 11.4 but happened in 11.3.3 as well;

Reproduction Steps

  1. Fill at least 2 rows of tabs, in my case 22.
  2. Pin one of them

Expected Behavior

Tabs shouldn't shake

Actual Behavior

Tabs shake
