Publish at 1.0.0

This suggestion came out of tooling team meeting discussion: it's long past time to publish a 1.0.0 of the glimmer-vm packages. It would make inter-project dependency management better.

An example is babel-plugin-ember-template-compilation which would like to support compatible future version of @glimmer/syntax.

I'm in favor in general, but really want to consolidate most of the runtime packages into a single published package first.

I started work on that recently, but took a step back to update our linting setup to eslint 9 first.

Let's make a plan to consolidate the packages and target that work to 1.0.
