Add Open in Worktree to Start Work #3848

Add an inline icon on start work issues to "Open in Worktree", which will:

Create a branch from the current default branch of the current repo
Use the default naming
Create a worktree for that branch
Open the worktree in a new window

If any problems are encountered or choices are required, show those steps/allow the user to resolve.
