GMs can edit games at the con

Mostly an issue as Kris's multiplied GMs (last year's "David" issue).

But be nice to have a flag to turn that on / off.

Repro:

ACUS has "Allow Game Signup" config flag set to "Admin" but Edwin Voskamp (user id 25), regular user, can edit his games.

Mostly because it still shows "Become a GM" button which gets you to your games.

Huh, it's a feature. Become a GM is always live. If you have games submitted to the current con, it shows you those and you can keep editing those.

I just edited a game on ACNW, and then back to what it was.
