When running with COB_DEVELOP=1 with exist virtualenv was created in non-develop mode, cob will ignore the COB_DEVLEOP variable.

@vmalloc Should this be saved as parameter in .cob/_installed_deps.yml?

Yeah, I guess so. Either that or a similar file next to it.
