[v9] Move away from dart:html usages and use package:web dependency directly

Description

Now with the dart version bump using the package:web dependency directly will allow us to remove the publish validation skipping and ignoring compile time warnings thus we also gain the pub dev scores back. and we can remove the conditional implementations
