If you are a git user, you can install the theme by cloning the repo on Ulauncher themes folder:
$ git clone https://github.com/getomni/ulauncher.git ~/.config/ulauncher/user-themes/omni-ulauncher
Download using the GitHub .zip download option and unzip them on ~/.config/ulauncher/user-themes/omni-ulauncher.
