Deploy the refresh of the GO API into production

Currently, the production GO API exists as a blend of AWS EC2 and AWS Lambda services to keep it functioning. While currently stable, we have determined that we'd like to move this setup to be more inline with other GO practices, such as:

• docker/ansible/terraform deployment
• similar deployment locally and in production
• standardized apache2 proxy/logging
• monit monitoriing (others may be considered)
• uptimerobot

This ticket can be closed when the refreshed GO API is put into production with a new devops environment.
