Add CI/CD Actions and or Workflows to improve PR workflow

Our choices are:

Travis (uses a yml config file)
CircleCI (uses a .circleci folder and some yml)
GitHub Actions or Workfkows uses the .github action or workflow folder

Do we use CircleCI? Travis? GitHub Actions? Jenkins?

Eventually I would like 1 or 2 contributors doing DevOps.
