Move ChecklistAwareSearchRequestHandlerMethodArgumentResolver to a common place for both occurrence and event ws

I duplicated the ChecklistAwareSearchRequestHandlerMethodArgumentResolver for events [here](https://github.com/gbif/occurrence/blob/dev/event-ws/src/main/java/org/gbif/event/ws/config/ChecklistAwareSearchRequestHandlerMethodArgumentResolver.java) to reuse it since it wasn't straightforward to move it to a common place because of the dependencies.
