Possible to update index.html text content in /public folder without a full rebuild?

If I have a simple text change to make on a single page, is it not possible to make this change in the /public/xxxx/index.html file and re-upload it to the host? I can't find any other file(s) that were generated during the gatsby build process that include the text content.

For context, I did try this already and the new text is not showing in the UI... even though IT IS showing in the page source code when I "View Page Source", even after clearing cache and opening in private/incognito in multiple browsers. I'm a bit baffled
