Creating a new application, environment, or undeployVersion and creating a release immediately does not update the overview

Whenever you create a new application, a new environment, or create an undeployVersion, there's a little time that the overview cache is empty. If meanwhile we try to create a new release or do any change, the overview won''t update.
It happens because of the way we do the ForceOverviewRecalculation.
