States to install templates have inconsistent names and functions #1180

Description

The file securedrop_salt/sd-dom0-files.sls installs debian, so why dom0 in the name?

The file securedrop_salt/sd-sys-vms.sls installs fedora, if it is on a separate file compared to debian, put it at least in the same file or make it into a specialized state file to install templates.

Steps to Reproduce

Not applicable.

Expected Behavior

  1. File names have meaning.
  2. Template installation is at least on the same file or something that is easier to find than having dom0 in the name.

Actual Behavior

File names containing dom0 and sys-vms makes it harder to understand that templates are to installed and that different templates are mentioned on these files.
