I think the title says it all, there seems to be an inconsistency between the bulwark trait and other sources of save bonuses. When I asked if this was intended I was told very nicely to open an issue, so here I am.
For a quick demonstration, compare the texts of bulwark and (as an example) Noble Resolve, as well as the screenshots in foundry.
The armor covers you so completely that it provides benefits against some damaging effects. On Reflex saves to avoid a damaging effect, such as a fireball, you add a +3 modifier instead of your Dexterity modifier
[...] You gain a +1 circumstance bonus to Will saves against effects with the mental trait. [...]
Of course there are other bonuses like Heroism, just to name the most famous one, that apply to the DC even though the text says saves/saving throws. As to which one is correct, all I can do is provide references.
Sometimes you'll need to know your DC for a given saving throw (such as a Grapple attempt requiring a roll against your Reflex DC). Like any other DC derived from a modifier, the DC for a saving throw is 10 + the total modifier for that saving throw.

You gain your investigation bonus from Pursue a Lead on saving throws (and their DCs, as normal) against creatures or effects that are related to the question at the heart of an open investigation [...] Detective's Readiness, Player Core 2 pg. 108
And here's the Investigation Bonus text to provide context for Detective's Readiness
Investigation Bonus Whenever you attempt a Perception check or skill check to attempt to get closer to answering the question at the heart of an active investigation, you gain a +1 circumstance bonus to the check. The exact checks this applies to depend on the actions you use to investigate and are determined by the GM, but checks to investigate are typically Perception checks or skill checks that use Intelligence, Wisdom, or Charisma.
