Ensure payment option for Stripe only shows up when Stripe is enabled.

As discussed in the "Set up" process the payment options should only show up if the plugins are enabled.

Also instead of the message "You will be connected to Stripe" show the message "After the setup please go to the Payment area and set up the Stripe connection."
