Update v1 tag to point to latest v1.3.3

I noticed warning is still present even tho 1.3.3 has been updated to Node20 already

the action was upgraded in #37 and released in v1.3.2
when I pin version v1.3.3 the message goes away, so I guess there is a similar problem with the latest major versioning as in paambaati/codeclimate-action#731

v1 has been pointed to the latest release, v1.6.0. In addition, we're updating the process to help this not get out of sync in the future: #67
