Can't open any Flutter panels due to incomplete Flutter SDK

I'm seeing the following message when I try to load any of the DevTools panels:

I've tried quitting intellij, running flutter --verison and re-opening the project but still seeing the same message.

Dart plugin: 252.25557.23
Flutter plugin: 87.1
