ValidationError: ELB in VPC is not supported in this version of API. #174

When I try to add to an elb that is in a VPC, I get the error below:

ValidationError: ELB in VPC is not supported in this version of API. Please try 2011-11-15 or newer.

Any possibility for upgrading to this version of the API?
