Error condition 2: The user-defined npm run dev command fails. In this case, the CLI tool should present a clean message to the user telling them to fix their command. (One way it could fail is if the user references fixie-serve-bin but fails to install @fixieai/sdk.) In the event of an error, the CLI tool could try running npm run dev locally to ensure it succeeds.
