Np documentation / system not working

What steps will reproduce the problem?
1. upload files to webserver
2. navigate to site
3. try to run

What is the expected output? What do you see instead?
some output on the site, even an error. instead i only see a blank page. 

What version of the product are you using? On what operating system?
most recent (i guess) on ubuntu 10.04

Please provide any additional information below.
Some kind of installation instructions or installation routine would be nice. 
Also a sql script to populate the database could help. In fact any kind of 
documentation would be helpful. The way it is i only have a bunch of files 
sitting on my server doing nothing as far as i can tell.
