EIP-7928: parametrize memory for CALL gas boundaries

In PR #1882, @jochem-brouwer mentioned we should paramterize for memory insize/outsize and the memory expansion cost calculator. We decided to put this in a followup PR. This is the tracking issue to make sure we expand on these. They should not affect any of the tests really, with regards to checking the gas boundaries, but will add to the coverage.
