Optimism and coordinating relationships with organizations

What aspects within existing organizational (medical, governance, education, etc. ) relationships are Optimism’s perfect fit? I am thinking outside the current blockchain space.

Going a bit further and perhaps more fitting for this forum… what properties of Optimism and Its applications would fit well within existing organizations (medical, governance, education, etc. )?

Would there be a need to run multiple CTC contracts for different purposes?

For instance, Optimism is used by person x as part of their hospital record coordination, and an upgrade is needed to optimize this use case.

At the same time person x also utilizes Optimism for handling their student records between them and their university. This use does not require an upgrade.
