use etcdisco.net instead of blockd.info (available 24 April 2020) #2

I own etcdisco.net, but unfortunately we have to wait 2 months until it's transferable to Cloudflare or Route53 or similar.

2 months will expire 24 April 2020, and we can handle this then.
