PERCENTAGE NOT IN USE #1050

I am confused and could not find any information in the documentation regarding PERCENTAGE NOT IN USE and I asked ChatGPT and he wrote that if the value is close to 0% then it is a problem
For example, on all of them PERCENTAGE NOT IN USE was 28%, I defraged one and it became 0%
I also set two parameters for the service in the services
