Update local build guide, create container test env

The build guide for trying out your own local copy of the website is outdated and doesn't work.  We should do two things:

1. Provide an updated build guide which actually works to build a local copy of the website, and
2. Create a container image with all of our docsy dependencies to make it easier to do local build/test.
