Optional dependencies break rebar3

I'm writing a rebar equivalent to https://github.com/erlef/mix-dependency-submission and figured I should use this library. However rebar3 complains about missing Elixir/mix, which is only needed by an optional dependency.

Could you remove the optional dependency from the package on hex until rebar is fixed?

@maxno-kivra Removing the optional dependency would mean to actually remove the code since it will otherwise not be able to compile. So I don't think that's a good option.

Can we see what happens with the rebar issue and decide what to do once we know what happens there? Until then you should be able to just use this via a git dependency and rebar should work just fine since it picks up the rebar config and not the mix one that way.

Yeah, let's wait for a little while at least.

I can confirm this, it's what I did to work around rebar3. Should this be added to the README?
