What is the issue with picture-in-picture that activates on scrolling? If it is about autoplaying PIP video elements then #24 may supersede this.

I would include a screenshot as I just had this monster hitting me yesterday, but can't for the life of me remember which site it was.

They move down the page as you scroll, block up the whole right half of the page, and the focus order is all off because you're down in the article trying to read it.

People with good eyes probably don't have a problem with them, but try those websites with 200% or 250% zoom. They really fall under "sticky shit blocks content" reflow bugs rather than autoplay bugs, although the autoplaying is extra monstrous (and the new trick nowadays is the Close control does not appear until after several seconds if you're trying to close it with a mouse, forcing you to listen to their noise).
