How do I set the timezone when running as a docker container?

I've tried setting an environment variable:
TZ="Australia/Melbourne"
but it's still showing times as UTC in the front end and logs

My host was UTC, I thought that was why, but I changed my host to Australia/Melbourne and LMS is still using UTC

Yes, LMS uses UTC internally. It is planned to report time in the UI using the client timezone, see #427
