Move as much as possible Javascript loading into the file https://github.com/enviroCar/enviroCar-www/blob/master/footer.php

Also: what is the difference between https://github.com/enviroCar/enviroCar-www/blob/master/header.php and https://github.com/enviroCar/enviroCar-www/blob/master/header-start.php?
