Problem with setup

Is it normal that when I'm trying setup EE the speed dawnload is go down and remaining time is go up? (sorry for bad english)

It can be. If the download speed slows down or is temporarily at a standstill, the remaining time to download it will go up due to this stalling. Slower = Longer, Faster = Shorter.
