refactor(minifier): Math.pow(a,b) -> a ** (+b) instead of (+a) ** (+b) (oxc-project#9154)

It's currently minifying twice through:

`Math.pow(a, b)` -> `(+a) ** (+b)` -> `a ** (+b)`
