[Obs AI Assistant] Missing starter prompts when installing kb after setting up a connector

If a user doesn't have any connectors setup and hasn't installed the knowledge base, after setting up a connector, the knowledge base automatically starts installing. There are no starter prompts before, during, or after the install.

It should function the way it does when a user has a preconfigured connector and show the starter prompts during, and after install
