Make a docker compose file for development

• Make a central compose.yaml file in the project root with the librechat_exporter image, prometheus, and grafana. All wired together by default for easy local dev, with a .env.example file for easy pointing to another mongo instance
• Refer to the prometheus-dev folder for anything we need, then remove it
