Converting Plaid updates to transfers

This issue is here to capture demand from users for Plaid transaction updates to be eligible for conversion into transfers.

Thus far I didn't bother to implement this because on my personal installation I've never seen any Plaid updates, but if a user does see Plaid updates and wants them to be eligible to be converted into transfers, please chime in on this issue and we'll talk more.
