Steps to reproduce

  1. Go to https://dstack.ai/docs/reference/server/config.yml/
  2. Use ToC to go to Azure regions.
  3. You'll go to AWS regions since regions property of all backends has the same #regions anchor.

There are also a lot of missing anchors as reported by mkdocs when generating docs. Related to #1603
