Fixed issue with tag create and delete buttons showing for non-moderators

Moderators can now add and delete tags from the UI. This allows to use the qeta.tags.allowCreation value as false to prevent normal users from creating tags when posting questions or articles.

Also multiple fixes around the UI, for example icons were added to all follow buttons.
