We should support the NO_COLOR standard.

It will also be useful for cli testing to be able to disable color output.

There are crates that detect this: https://github.com/sitkevij/no_color

However I am not sure how useful that is, since it is just a wrapper around checking an env var.

We already have a --no-color option so this should be very simple to do.
