When building the VMR on windows from scratch, I noticed the build required more VS components to be installed outside of what the prerequisites call for. This has mostly to do w/ aspnetcore, wpf, winforms, and windowsdesktop.

To make it easier for devs, we should create a superset .vsconfig that installs every feature / component required to build the VMR.
