Environment Details:

Application: .NET Core
Version .NET 9
Operating System: Window 11 version 23H2 OS build 22631.2861

Repro Steps:

1. Install and open ".NET MAUI" app.
2. TAB to "My Recipes" and Press ENTER key.
3. TAB to "Korean egg roll" recipe and press ENTER/SPACE key to open.
4. Observe that when keyboard focus is on "Korean egg roll" recipe of my recipe list and press ENETR/SPACE key recipe is not opening

Actual Result:

When keyboard focus is on "Korean egg roll" recipe of my recipe list and press ENETR/SPACE key recipe is not opening.

Expected Result:

When keyboard focus is on "Korean egg roll" recipe of my recipe list and press ENETR/SPACE key recipe should be open.

User Impact:

Keyboard only user will not be able open recipe.

Verified this issue with Visual Studio 17.11.0 Preview 1.1(8.0.40 & 8.0.21 &8.0.3 & 8.0.60-ci.net8.24304.1). Can repro on Windows platform with Recipes sample project.
