NEXRAD data not downloading on windows

When running pynexrad on windows, the nexrad data won't download, and it only works if the files are already in the RDF. Still not sure why, may be a path issue.

The original error message looked like this, and we thought it might be caused by there being "" where there should be "/"

But then even when that got fixed (see below) the issue persisted:
