README.md: Reword changelog entries

Collapse all "from v2" and "from v1" changes into a single category
and remove entries that document changes internal to the v2 release.

Order the entried by their relevance, most relevant first.

The most important change is the `$DC` environment variable becoming an absolute path instead of only the filename.

gdmd is no longer downloaded from the ubuntu repos, it is always pulled in from [D-Programming-GDC/gdmd](https://github.com/D-Programming-GDC/gdmd).

Now it is downloaded and setup unconditionally.

Updated a lot of dependencies, changed the output target to es2022 from es2017.
This means that one no longer needs to set `NODE_OPTIONS=--openssl-legacy-provider` when building.
