Bump tough-cookie and gulp-sass

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [gulp-sass](https://github.com/dlmanning/gulp-sass). These dependencies need to be updated together.
