Automate lable setup on new GH repos

Problem

Starting a new repo on GitHub issues requires some boot-strapping, we have a special set of labels we want to use, maybe issue templates etc. This is often manual work to set this up.

Feature

A script that would read a config file and delete/rename/create labels on a repo in github - a Do The Right Thing version of [phlow-labels](https://github.com/Praqma/the-phlow/blob/master/phlow-labels]. Separate what from how
